RNG Certification and Independent Labs in Online Casino Licensing

A lab letter for last year’s studio build will not certify this year’s casino. Match hashes, scopes, and live-dealer exceptions before you pay the license fee.

Legal counsel cannot talk a regulator into believing an untested random-number generator. Independent testing laboratories—commonly firms such as GLI, BMM, or other accredited houses named in the jurisdiction’s technical standards—produce the reports that sit in the licensing exhibit list. The report must describe this platform, these games, and this build. A studio certificate from another operator’s white-label stack is not yours.

Scope the certificate to the license schedule

If the application covers online slots, table RNGs, and live dealer, the lab scope must say so. A slots-only report leaves table games unlicensed as a technical matter even if the legal cover letter lists them. Live dealer is often a different methodology (shuffle procedures, camera integrity, studio controls) rather than a software RNG. Do not bury live-dealer under “RNG certified.”

Hashes, version control, and change management

Labs certify a specific software version. After certification, every patch that touches RNG, wallet math, jackpot contribution, or game math can void the report until a delta test or recertification. Operators need a change-management policy: who may push to production, how hashes are stored, and when the lab is called. “Hotfixes” pushed at 2 a.m. without a ticket are a favorite inspection finding.

Keep the lab’s letter, the detailed report, and the game list in one folder with the corresponding Git or vendor version IDs. When PAGCOR asks “is this the certified build?”, you should be able to answer with a hash, not a shrug.

Aggregators and rented content

Aggregators supply dozens of studios. Each studio’s games may carry their own certificates. The operator still needs a mapping table: studio, game, certificate ID, expiry, and whether the game is enabled in the Philippine skin. Enabling an uncertified title because an aggregator toggle was left on is a product-scope breach.

Contract language should require studios to notify the operator before math or RNG changes, and to supply updated letters. Indemnity for regulatory fines is useful; a notification clause is what prevents the fine.

Timing on the critical path

Lab queues are often longer than legal drafting. Sequence the work as: freeze the product list → contract the lab → freeze the build → certify → file. Filing “pending lab” with a hope that the letter arrives during evaluation wastes a filing cycle when the authority treats missing technical exhibits as an incomplete application.
